this is Penny and her Father (okay, i know...looks like a boyfriend or something, he's going to be drawn...older...these are preliminary work-ups to get the story elements down) Dad just lost his job as a Wall Street dude and they have to move from New York to Appalachia (where the dad is from)
not sure where...maybe West Virginia...somewhere with Hillbillies...i'm researching it
